Four-Year Implementation Roadmap
Year 1 (2026)
Foundation Phase
Focus: Establishing national presence, building operational systems, launching baseline programs
1. Set up National Secretariat and 3 regional offices (Greater Accra, Ashanti, Western)
2. Launch “1 Million Tenants Campaign” and membership database
3. Conduct 50 community awareness workshops
4. Publish inaugural “State of Tenants in Ghana” report
5. Create tenant helpdesk and train 100 community volunteers
Year 2 (2027)
Expansion Phase
Focus: Strengthening outreach, expanding services, aggressive policy engagement
1. Launch NATUG School of Tenancy Education with comprehensive curriculum
2. National petition campaign to end 2-5 year rent advance requirements
3. Establish first NATUG ADR Centre with trained mediators
4. Deploy digital governance system for case management and membership
5. Resolve 300 landlord-tenant disputes through mediation
Year 3 (2028)
Consolidation Phase
Focus: High-impact national programs, deep partnerships,scaled presence
1. Launch annual National Tenant Week celebration
2. Produce quarterly NATUG Housing Bulletin and tenant documentaries
3. Submit draft Rent Act amendment proposals to Parliament
4. Open regional ADR desks in 6 additional regions
5. Establish social enterprise: LATMAC (Landlord-Tenant Mediation & Arbitration Centre)
Year 4 (2029)
Impact Scaling Phase
Focus: Legislative reform, national recognition, institutionalized programs
1. Drive major policy reforms: rent control digitalization, landlord licensing, reduced advances
2. Organize National Housing Policy Summit with government and private sector
3. Launch NATUG e-learning platform for tenants and landlords
4. Create Tenant Justice Fund for vulnerable populations
5. Achieve presence in all 16 regions, mediating 1,000+ cases annually
